run SciTE, click Option-> Open User Options File, add two lines: 

code.page = 65001 

output.code.page = 65001 

this is UTF-8 encoding, or If you use GBK, GB2312 (usually under Windows), it is: 

code.page = 936 

output.code.page = 936
